RCPA Issues Position Paper on DHS-Proposed Limits on In-Facility Community Services

RCPA has issued a position paper detailing its position on restrictions proposed by the Department of Human Services (DHS) that would limit access to in-facility community services for Pennsylvanians with intellectual and/or developmental disabilities. In both its proposed 6100 regulations and proposed waiver renewal application with the federal Centers for Medicare and Medicaid Services, DHS’ Office of Developmental Programs proposes to restrict the size of facility programs and limit the amount of time during a week a person can spend in a facility.
The position paper was developed by a work group of RCPA’s Intellectual and Developmental Disabilities Committee. The paper will be submitted as part of RCPA’s comprehensive response to DHS’ request for public comments.
